Niger is starving.
Amartya Sen (and Megan McArdle) said “No famine has ever taken place in the history of the world in a functioning democracy.” The Times points out that Niger is a functioning democracy. Some countries are so poor, that even with a respectable administration and functioning capitalism, these crises keep occurring.
Will someone help me get some links to relief agencies? I’ll put them up after I take my kid to camp.

Sen didn’t use the qualifier “functioning”; in fact, Zimbabwe was one of his primary examples. I think I wrote something about this factoid on CT once and somebody told me that Sen these days rather regrets the use that has been made of it.
